***In 2021, the Petroleum Industry Act, PIA, was signed into law. One part many people don’t talk about is the ***3% Host Community Development Fund, HCDC*.
*What is it?*
Oil companies operating in Niger Delta communities must set aside 3% of their annual operating expenses for development of host communities.
*How does this affect PWDs?*
By law, PWDs are part of "vulnerable groups" that must be included in HCDC planning and projects. This means:
1. Ramps and accessible health centers in your community
2. Skills programs specifically for PWDs
3. Inclusion of PWD representatives in HCDC management committees
*What should PWDs in Rivers State do now?*
1. Ask your community CDC: "Is there a PWD representative in our HCDC committee?"
2. Submit a proposal through your PWD association to the HCDC board
3. Track projects in your LGA and demand accountability
The Third Eye will be tracking how much 3% money has been released to LGAs in Rivers, Bayelsa and Delta.
